• Katz Campaign: Casino Profits to Charity

Any potential windfall from casino-style gambling in Philadelphia should flow to charities working in the city rather than into the pockets of private investors, Republican mayoral candidate Sam Katz said yesterday. In the first major policy proposal of his campaign, Katz said that a new nonprofit foundation should own any casino license awarded to the city. The idea puts him at odds with powerful business leaders who are also pursuing a casino license for the city. Up to $100 million yearly could flow into the Forward Philadelphia Foundation from slot machines at a proposed horse-racing track in South Philadelphia, Katz said. By comparison, the United Way, the Jewish Federation of Greater Philadelphia, and Catholic Charities together raised an estimated $83 million last year. Philadelphia stands to get at least one license for slots under various proposals floating in Harrisburg, where lawmakers and investors alike are beginning to weigh Gov.
