• eCOGRA Updates Fair Gaming Practises
Player protection body, eCOGRA, has announced it has added several new provisions to its Generally Accepted Practices, or eGAP, the set of principles it uses to judge online casinos for fairness and responsibility. The changes are the result of significant feedback from players and, according to CEO Andy Beveridge, are necessary to stay in line with player demands and emerging industry trends.

The new amendments to eGAP include the following:

"Terms and conditions applicable to promotional activities must now be clearly displayed and shall not be unreasonably altered subsequent to the wagering activity."

"To meet international demands for tighter controls the section on anti-money laundering has been revised to include requirements for preventative and detection controls addressing money laundering and fraud risks to be documented and implemented, and where appropriate for controls to be according to the relevant points in the Financial Action Task Force (FATF) guidelines. This has been addressed in order to accommodate the FATF's Forty Recommendations which were published last year." [...]

• Harrah's, Caesars Ink Deal
The boards of Harrah's Entertainment Inc. and Caesars Entertainment Inc. agreed to a megadeal Wednesday night in which Harrah's would buy Caesars for about $9.4 billion, including the assumption of about $4.2 billion in debt.

The deal, which dwarfs last month's $7.9 billion agreement by MGM MIRAGE to buy Mandalay Resort Group, would create the world's largest casino company with more than 50 casinos and more than 41,000 hotel rooms as well as about 100,000 employees.

Harrah's agreed to pay about $17 per share for Caesars in stock and cash. That portion of the deal is valued at about $5.28 billion. The deal, expected to close in about a year, still requires approvals by Harrah's and Caesars shareholders as well as gaming regulators.

Caesars shareholders would receive $1.8 billion in cash and 66.3 million shares of Harrah's common stock. Caesars stockholders will be able to elect to receive solely shares of Harrah's stock or cash, to the extent available, officials said.

Harrah's stock fell more than $3 per share or around 6 percent to $47.84 in early trading today. Caesars shares fell less than $1 per or about 5 percent to $15.14. Caesars stock jumped $2.08, or $14.9 percent, in Wednesday trading on reports of a potential deal. It closed at $16. Harrah's fell $1, or 1.9 percent, to $50.98. [...]

• High-Rolling 'Sugar' Ray Splurged Nearly $5M At Casinos
FORMER ATSIC deputy chairman "Sugar" Ray Robinson allegedly gambled nearly $5million - or the equivalent of more than $5300 a day - at Queensland casinos over a 30-month period.

Mr Robinson's gambling records were obtained by federal police after search warrants were executed as part of an ongoing investigation into the serving ATSIC commissioner, who has been under scrutiny over his management of taxpayer-funded Aboriginal corporations in Queensland.

Details of the $4.8million in wagers between July 2000 and December 2002 were itemised on Mr Robinson's Conrad Jupiters Casino rewards card, which tallies up the amount a gambler outlays.

The card, a non-transferable ID card similar to a credit card, is swiped at gambling facilities run by Conrad Jupiters, including the casino on the Gold Coast and the Brisbane Treasury Casino. It records total spending, not losses.

At the time, Mr Robinson was earning a base salary of $105,000 a year for his role as deputy chairman of the representative indigenous body.

Yesterday when contacted by The Australian on his mobile phone at Charleville in Queensland and asked about the gambling records, Mr Robinson paused and then said: "I've got no comment." [...]
