• US Governement urged to seek UK support in gaming row

April 13, 2006 - Caricom Trade Ministers are scheduled to meet with US Trade Representative Rob Portman in Washington today and one topic that may be discussed is the US government’s failure to comply with the World Trade Organisation’s (WTO) ruling in favour of Antigua & Barbuda’s gaming industry. The WTO’s Dispute Settlement Body (DSB) ordered the US to bring its legislation in line with WTO trade principles by April 3, but no visible efforts have thus far been made to remove restrictions that impede Antigua & Barbuda’s right to provide internet gaming services to US residents. Minister of Finance and the Economy Dr. Errol Cort has expressed the government’s determination to garner support from Caricom in this fight. However, former Director of Offshore Gaming Ron Maginley told the SUN in a recent interview that while lobbying was vital, the government might be far better served by seeking an alliance with the United Kingdom, which has recently passed legislation to license and regulate internet gaming. Maginley suggested that the UK would be a much better source of support, particularly since it has a vested interest in ensuring that Antigua and Barbuda is successful in its insistence that the United States cannot place restrictions on the access of companies in the cross-border supply of gaming. In addition, he suggested the government approach other large jurisdictions with gaming operations for support. These include the First Nation territories in Canada, Taipei, the Philippines, Australia, in addition to some members of the EU. In fact, the government has reportedly moved swiftly ahead in calling for EU support on this issue.
