Tell your Representative and Senators to oppose H.R. 21 and S. 627, the so-called Unlawful Internet Gambling Funding Prohibition Acts! It's your government - Make it work for you!

Dear U.S. Players:

Like 4-5 million other Americans, you enjoy going online to place bets on casino-style games or sporting events. You are not a problem gambler; you simply enjoy an occasional game of blackjack, but don't always want to drive to a casino, or else you place an occasional bet on a football game, but don't want to deal with a bookie.

Unfortunately, many people in the U.S. Congress don't want you to be able to do that. They believe that it is the government's responsibility to prevent you from making choices that they consider to be immoral or unwise, and they want to force U.S. financial institutions to implement their personal judgments.

Jim Leach, a Republican Congressman from Iowa, has re-introduced his "Unlawful Internet Gambling Funding Prohibition Act," H.R. 21. Under the Leach bill, every U.S. business which handles money, from banks and credit card companies to online payment businesses to wire services like Western Union, would be required to filter out and block any transaction which could possibly be related to online wagering. Aside from the fact that this would prevent you from betting online, it is an unprecedented invasion of privacy to require financial institutions to sort through every transaction you make and try to determine which ones might violate someone else's moral standards.

Last fall, the House of Representatives passed the Leach bill. Fortunately, that session of Congress ended before the Senate could consider the bill. Leach has wasted no time in re-filing his pernicious legislation in this new session of Congress. Although the House is expected to pass the bill again, it's not a done deal. And no one knows what the Senate will do. It is time to tell Congress that you don't want the government making these decisions for you! There is still time to stop the Leach bill, but only if U.S. players make their voices heard.

Contact your U.S. Representative and both of your state's Senators! Below are some taking points, which you should restate in your own words in e-mails to your Representative and to your Senators. (It is important to use your own words, because when legislators get a large number of e-mails that say exactly the same thing, they suspect that it is a computer generating false names and e-mail addresses.)

Tell the people that represent you in Washington that you are an adult, and can make decisions for yourself! Wagering is a personal decision, and millions of Americans do it harmlessly; in fact the largest processor of wagers are state lotteries, sponsored by the state governments themselves.

Tell your Representative and Senators that you don't want your financial institution sifting through your transactions trying to "sniff out' which ones might be Internet gaming! It is unprecedented for the government to "deputize" private corporations and make them violate individuals' privacy the way the Leach bill seeks to.

Tell your Representative and Senators that on Election Day, you will remember how they voted! Next year, all Representatives and many Senators will be up for re-election. Let them know that your vote will be influenced, if not determined, by their vote on the Leach bill.

The Las Vegas Review Journal has reported that the SARS (Severe Acute Respiratory Syndrome) virus is taking its toll on Las Vegas. The casino giants on the Vegas strip fear that SARS will deter Asian gamblers from traveling to the US and their loss is expected to effect casino revenue. Asian high rollers account for a substantial portion of Las Vegas casino revenue.

Compounding to the SARS effect is the fear of travel due to the threat of terrorism. Terror threats had substantially impacted Las Vegas following September 11th, and the repercussions of the war in Iraq are expected to instigate similar travel lulls. [...]

• Powerball Winners Enjoy Money in Different Ways
WATERTOWN, South Dakota – As reported by the Associated Press: “When Bev and Jack Kasdorf of Estelline became instant millionaires two months ago, worries about high medical costs kept them from quitting their jobs.

“…The Kasdorfs are among 34 Powerball winners, most of them employees of Minnesota Rubber in Watertown, who shared a $101 million jackpot with an Indiana man. Each of the South Dakotans cleared $588,507 after taxes.

“So far at least seven of Bev Kasdorf's co-workers at Minnesota Rubber have left their jobs after winning the jackpot in February.

“…Bev, who inspects rubber parts at the plant, said she needs the health-insurance coverage provided by her job. She has medical problems stemming from a long-ago stroke.

“Jack continues working as a fuel deliveryman, although he may retire next year when he turns 62.

• Europe Bets On Mobile Gambling
AMSTERDAM, Netherlands (AP) - Europeans can now satisfy their gambling urges on the spot -- with their cell phones. "M-gambling" is gaining speed after a sputtering start in the late 1990s when it relied on a far slower technology called WAP.

In the Netherlands, Sweden, Germany, Britain and Austria, regular mobile phones can now be used to buy lottery tickets, bet on sporting events or enter sweepstakes for prizes. Many countries in Asia are beginning to offer similar services.

Wayne Flohil, a 21-year-old office manager in Amsterdam, recently won in a mobile sweepstakes. M-gambling is a largely anonymous pursuit, which is part of its appeal to players and operators alike. The technology obviates the need for face-to-face contact, and participants never see their competitors.

"They present it as if you're the only one playing," Flohil said. "In your mind, you've already won." With sales of traditional lottery tickets falling and state-run lotteries looking to attract a new generation of customers, the time is ripe for m-gambling. [...]
