• Bill Would Make Banks Gaming Cops

September 9, 2003 -- Banks could be put on the front line in stopping Internet gambling - and they're not happy about it. The Senate is considering a bill that would require banks and other financial institutions to block all payments to online betting houses. A similar bill already passed the House, and backers are hoping to send it to the White House before the end of the year. But Katherine Pulley, a spokeswoman for the American Bankers Association, said the group is worried that lawmakers are trying to put badges on tellers. "We don't want banks to play cops," Pulley said. "The onus should not be put on us to enforce this." One big issue, Pulley added, is that someone could send money to a company called, say, "AMC Funtimes . . . and it could be an online casino. But how do we know?" SACRAMENTO — Republican Arnold Schwarzenegger may not want American Indian money, but he doesn't want to alienate California's gaming tribes, either. That's why the actor-turned-politician is reaching out to them, he said in a recent interview. Schwarzenegger has refused to accept campaign contributions from Indian tribes that own Las Vegas-style casinos, saying it would be improper for him to take "special interest' money from a group he might have to negotiate compacts and other agreements with if elected governor. But during a one-on-one interview Thursday in Riverside, Schwarzenegger took pains to stress his fondness for American Indians, noting he worked closely with gaming tribes and happily accepted their money while campaigning for Proposition 49, his initiative to fund after-school programs that passed in November.
